A heart doctor tried to push them on me. I ask about a coronary calcium scan and he down played it and said it wouldn't do any good. I got one anyway by going to a hospital in KC. My follow up appointment with him showed him the scan and he gave up on pushing the statins.

Not all doctors push statins, because some advise against using them unless you have already had a heart attack. Then they are questionable but may help. So those small percentage of doctors don't push them. But I think a lot of others do. If it is a best practice recomended by the organization they work for they may get in trouble if they do not follow protocol.
