Yes, Xcel wants to completely devest itself of any fossil fuel generation and wants them shut down - but, in this case, Great River beat them to the punch and sold to who ever owns Rainbow (likely investors Xcel and other energy holders). Trouble with Xcel, they developed into a energy investment company - they operate for profit and have very close ties to State Public Utilities commissioners and lots of policy adopted for the benefit of the monopoly of them and other energy companies around the upper Midwest and not the public . . . . . |
