I don't think that so much as farm practices, such as mulching, and controlling where it is spread.

Watch "Clarkson Farms". They take manure from a 20 some cow herd, dump it onto a concrete slab a couple hundred feet long in a windrow, and then work it every now and again (not sure what they do but a machine straddles the line of manure and does something with it. Only after it sits and cooks for so long are they able to spread it. Regulations don't allow them to load it from the barn and spread it. Not sure if it is a law or just tied to a subsidy.

My kids watch 'Clarkson Farms' to see who will get kicked in the McNuggets by a cow or sheep, and to try and decipher what Gerald says. I watch it for that too, but also from the perspective of just what all the government controls in his farming practices. Been known to back it up to be sure I heard it right.
