I'm not sure how PP "rules" can vary that much from state to state.
OP makes it sound like like the farmer can decide whether to PP or not.
Definitely not that way here. It's determined by the wetness of the area. If all your neighbors have their crop planted you won't be collecting PP on yours just because you think it's more profitable not to plant or want some free feed/hay.
It wd be unusual for PP to net you more than a good crop.
