In a healthy soil humic acids are a byproduct of the soil food web. You can add them to a dead soil to get some of the benefits of a healthy soil food web, but it's not alive so it won't reproduce itself.

If your soil is light, sandy, low CEC low OM (AKA DEAD) applying humic acids might be like giving it some of the qualities of a healthy soil without actually making it healthy.
