In your case does the landowner have to pay for the cleaning?

The field that is impacted the worst to the west is not my field but I have about 450 acres of water that is going through this ditch. My water all drains off and doesn’t backup and control structures have been installed to slow the flow on a 2-3” rain
event.

Could we pay to clean it ? Probably but my point is he should have the responsibility
