Southeast WI | Does he really have to keep the flow going? I'm pretty sure he can't impede the natural flow of the water and MAKE it back up on others land but why do you feel he needs to clean and maintain a ditch that doesn't affect him? Sure is a lot of entitlement thoughts going on here. That's so anti-NAT sentiment. Oh wait, if it affects me me me then it's OK.
On second thought I can think of some situations around here where a downstream landowner has been successful backing up water. It's either a state or federal wetland restoration - yeah then it's legal. But pretty ****ty.
