The question isn't how late to plant but rather what the math says. What is your PP payment? How does that compare to soybeans today? How much more if any can your predicted yield drop before PP nets more? Its a business decision not a worry about what the neighbors think decision. Do you have PP corn acres available? If so I would guess there is no way planting soybeans would out net that payment.
