They've entered the country illegally, at a minimum. Much worse, is their background as potential criminals or whatever problems they may have. First off, have a voluntary worker registration for those that have come across for the purpose of employment. Once registered, vet for any criminal records, gather recent employment history, location, family situation, etc... From there, determine if there is a benefit for them work in the US. The ones that participate in the registration program & check out ok, could go to the bottom of a list for future deportation depending on the circumstances. While working as a guest, they'd pay fed, state, & local taxes. Any criminal activity, while here results in immediate deportation. The ones that don't register & don't participate in the process, go back immediately when apprehended or when checked for registration papers at job sites. Employer fines or other penalties for undocumented workers caught during raids. It's one way to partially or temporally deal with who is here & what danger they may or may not present. If they'd establish a registered worker program for the current illegals, at least there would be some documentation to implement programs to sort out the problem of 20 million illegals & how to deal with such a huge problem. Also, severely limit social aid programs to those who don't registers. In the mean time, shut down the damn border. Not a perfect plan, but mass deportations don't seem practical for many reasons. Obviously tons of details to work out, but have always preferred a guest worker program to help with the illegal problem.
