I have 5 heat elements in water heater for my shop floor. I use an amp meter to find if all elements are drawing current. I think you have to measure amps to know if an element is good. If it is the control part at fault, there will be no voltage at element. If the control is working and not the element, there will be voltage but not amps.
These would measure both volts and amps.
