I am being told that has all changed but that was how i did it before
Am also being told bringing a motor across when not in a machine will be a problem
I will keep digging, apparently must be registered for CARM program. trying to get through that mess of a government website but it keeps shutting me down

CARM was announced quite some time ago, but really only became an issue this past spring/summer when you were forced to use the system rather than filling out the B3 paperwork which we have done for years. You will need to persist in getting registered for the program. Fortunately I have handed that over to my son so the transition to CARM was his problem, where as previously the B3 paperwork was my problem.

Edit: Looks like CARM was implemented on October 21/2024.
