after several attempts to get through the registration process (for CARM) without being able to complete it I managed to get in touch with the helpline. I was shocked but guy I talked with was extremely helpful. The program to register was having some issues and he had to help me fill out portions of it that I would not have been able to without him giving me the answers. He told me though that I had to have this complete as i would not be allowed across the border with parts without it. I don't know if some crossings are doing otherwise but that was what i was told.
I am not sure yet on the engine being allowed, wrapped in a machine its no issue with without that it could be an issue without documents regarding emissions documentation.
