I thought you raised some interesting points, and questions.

I went to my counties website.  They have a whole section - on-line- related to the criminal justice system. However, I did not see a link to laws or rules.  So, I presume it is not there.

I think that was an interesting point that the county does not pass laws.  That would be done at the state level.  So, that might be the appropriate place to look for those laws - even those pertaining to local counties.
