Probably was better ways over jumping to tariffs right away unless the other country(s) weren't willing to do anything. Maybe that was tried and failed, seems to be plenty news that doesn't get mentioned anymore.
Hopefully on the other things cool heads prevail and farming gets smoother in the future.
