How far away from the creek headwaters /your municipal waste treatment facility is your well? Could they have a leak?
Hauling water sucks. But, sometimes you have to do it if you want to run cows. Is drilling a new well even possible? Can you haul water from closer than your tenant?
Edit: 1000 acres runs 50 pair or what is stocking rate? 50 cows @ 30 gal/day = 1500 gal per day. 6000 gal semi tanker runs 4 days and needs to be back early on day 5 when they slurp the tanks empty.
