Driftless SW Wisconsin | Given that information I would suggest maybe the fall cereal rye as Jake suggests then our Dawn spring strip till just ahead of the planter. It leaves all the residue from the rye and last years crop on the surface between the rows. Does not leave the "bottomless mess". I know what you mean.
Rye (cereal type - not rye grass), leaving all the residue on the surface and moving over 15" every year or two years depending on your rotation, will build soil tilth over time. Watch your traffic patterns also. singles on 120" centers on a 12 R 30 system would be ideal. Not cheap but maybe what needs to be done. Will probably pay for itself pretty quickly. Best of luck.
